Hardlock emulator multikey x64

I have a red hardlock dongle and have used HLDMP.exe to dump .reg and .dat files. I have seen some editing of these dumps but not sure what program to use and then how to emulate it. I have downloaded the multikey x64 emulator but having a hard time understanding the process. The manual is not in English.
I have searched on forum but answers are not easy to follow. What do I need to do to get this working?
