Advanced Access Control Admin Empty Advanced Access Control Admin

I have radio software that has two parts.
Main program loads, calls to second part 'Advanced Access Control Admin' that is a Sentinel security. AACA looks for key file on hard drive and tells main program what options to enable. Can anyone help with this type of programs?
